Where agency costs actually go

When you pay an agency fee, you are paying for three things: their candidate network, their time sourcing and screening, and their expertise in closing candidates. For niche or executive roles, that expertise is hard to replace. But for repeatable hiring, such as developers, account managers, or customer success roles, much of what agencies do can be done internally with the right tools.

The expensive part is not finding candidates. It is the time it takes to find them. If your team can source candidates as fast as an agency, the economics shift dramatically.

Build sourcing capability internally

The gap between internal teams and agencies used to be the network. Agencies had access to candidates that internal recruiters did not. That gap has narrowed significantly with AI sourcing tools.

Modern sourcing platforms let internal recruiters search their ATS database with enriched, current candidate data and AI ranking by relevance. Contact discovery gives you verified email addresses and phone numbers without manual research. Automated outreach sequences handle the initial contact at scale.

This means a single in-house recruiter with the right tools can cover the same ground that used to require an agency retainer. You keep the candidate relationships, the data, and the institutional knowledge in-house.

When to still use agencies

Reducing agency dependency does not mean eliminating agencies entirely. There are situations where agencies earn their fee:

Executive search. C-level and VP-level hires often require confidential searches and deep market knowledge that agencies specialize in.

Market entry. If you are hiring in a new geography or industry where you have no network, an agency can ramp faster than your internal team.

Surge hiring. If you need to fill 20 roles in a quarter and your TA team is three people, agencies provide burst capacity.

The goal is not zero agency spend. The goal is using agencies strategically for high-value placements while handling repeatable hiring internally.

The math

Consider a company filling 15 roles per year, 10 of which go through agencies at an average fee of 15,000 EUR. That is 150,000 EUR in agency fees annually. If the company brings five of those roles in-house using a sourcing platform that costs a fraction of one agency fee, the savings are immediate.

The platform cost for a team of five recruiters is typically under 20,000 EUR per year. Even moving three placements from agency to internal sourcing saves more than the tool costs.

How to make the transition

Start with roles you hire repeatedly. Build a candidate pipeline proactively so you have warm candidates ready when the role opens. Use AI search and automated outreach to match agency speed. Keep your ATS as the system of record so all candidate data stays organized and searchable for future roles.

The transition does not happen overnight, but each role you fill internally reduces your cost per hire and builds your team's long-term capability.
